Given that informants agreed to participate in a research project on the WTO, it is not surprising that they fundamentally expressed a positive attitude towards multilateral trade cooperation. However, this is a relevant awareness, not least because they settle with common assumptions in the literature about the loss of interest in multilateral governance among key players in global trade policy. Whether participants view the WTO as an institution in crisis, irrelevant or fundamentally flawed in its policy approach, interviewees expressed a strong belief that multilateral cooperation is in principle the first option for establishing international trade relations in today`s world. Multilateral negotiations help to address the inequality of power in international trade negotiations through their inclusiveness and the institutional support that the WTO provides. In principle, most respondents preferred the transparency, applicability and simplicity of the WTO`s single regulatory framework to the fragmentation of the PTA network. However, interviewees speculated that the WTO`s strong MSD could be something that has made it more difficult to conclude multilateral negotiations. This section argues that ASTPs could remain for some time the preferred negotiating channel for powerful traders, as a bit of institutionalism favours those who have the resources and economic and political influence to pursue their interests in a watered-down system of rules. Polycentric negotiations on PTAs hamper the effective political participation of small countries. As one representative of the Indian private sector pointed out, “the fundamental problem [in the transition to the PTA negotiations] is where the small countries will go.” Small entrepreneurs risk being completely excluded from ASTPs or, if included, the areas of interest to them could be excluded and they lose their ability to conduct collective bargaining. In addition, the WTO secretariat provides administrative and technical assistance in negotiations that are particularly relevant to small members. The Languages, Documentation and Information Management Division of the WTO Secretariat, the Division of Administration and General Services, the Information Technology Solutions Division and the Economic and Statistical Research Division directly support the various WTO negotiating councils and committees (WTO, 2016b).
